Does the report of the Special Rapporteur on the right of everyone to the enjoyment of the highest attainable standard of physical and mental healt Dainius Pûras critisize forced treatment?.
The most outspoken critic in A/HRC/44/48, 15 April 2020 I could find reads:
«82. However, despite promising trends, there remains a global failure of the status quo to address human rights violations in mental health-care systems. This frozen status quo reinforces a vicious cycle of discrimination, disempowerment, coercion, social exclusion and injustice – it is unacceptable.»
Human rights violations, discrimination, disempowerment, coercion, social exclusion and injustice are diskussed but no solution offfered. The resistence of mainstream psychiatry is mentioned see also “Open Letter to WPA” by ENUSP, Absolute Prohibition Campaign, CHRUSP and WNUSP called for “psychiatrists in the world willing to “break from the old, controlling paradigm” and take new departures”.
I went through the difficult prosess of trying to read the hole report because i searched for:

Both courts, e. g. the European Court og human richts, states implementing and supervising laws allowing forced treatment and parliaments giving laws rely om the false concept of ‘medical necessity’ of forced treatment. Removing the power to forced treatment from psychiatrists could improve the situation of patients not consenting.
